Cannot open locale definition file 'i18n'

I have copied the GB2312.gz to usr/share/i18n/charmaps
I have copied the zh_CN to usr/share/i18n AND usr/share/i18n/locale

THen I enter:
localedef -f GB2312 -i zh_CN zh_CN.gb2312

It returns:
Cannot open locale definition file 'i18n':No such file or directory.

If I add "-v"
It returns more:
XXXXX-LineX:non-symbolic character should not be used

Can anybody help?

Make a locale for my language.

I enter :
locale -a

Just return:
C
POSIX
