bascially i wish to use this OS for bit torrent and as a file server.
my PC is a p3 700mhz.
Would this be ideal for me?

using Puppy for p2p / web / fileserver
I know that Puppy looks like a hammer, but what you want to do ain't a nail.
Puppy is mainly a Linux desktop (client).
It does not have Samba server or NFS out of the box to serve your files.
If you want to use it as a file server you may have to use FTP.
Why do you want puppy as a server instead of one of the distros that may not shine on the desktop but that are very proficient servers?
Of course what you want can be done in puppy (a linux is a linux is a linux), just that it will be more work than distros with that goal.
