how to configure wheel mouse , wheelmouse for fluxbox jwm?

i just installed fluxbox. when i use my wheel mouse , wheelmouse to change workspace, it will jump from workspace 1 to 3 skipping 2. then i use jwm and it is the same. how to fix this?
