They have a bugtracker page there on the tab Cvstrac.
Look at how its set up. Maybe this one is a way to report bugs for the different Puppy versions and also be able to follow whats going on with the bugs and resolving them.
I used it myself a while ago, reporting a bug. And boy they was fast to reply. lol
So I think that system is effective in bug tracking and to follow up.
