That is a tricky question. Specially because it has a different meaning if you are an expert user than if you are a new user.

Response to a novice:
you may be confused about what an OS is. Conceptually an OS is not a program that you run, it is an environment where programs run.

If you are really asking if you can run Windows applications under Puppy (or in general: under linux) The answer is yes, you could. Usually the recommendation is to try to use applications designed for linux but you can read This thread that will explain how to set up wine which is a compatibility layer to run windows applications under linux.

Response to an expert:
To the best of my knowledge, people have been able to run Puppy under VMWare, but I don't know about anyone running VMWare under Puppy. I guess with enough effort it can be done. a linux is a linux is a linux. Hey, If you try it, let us know.
