How can puppy be configured to intercept special keys like a jogdial, capture button, and Fn keys which are on most (older) sony laptops ?

or is it possible to make a .pup which installs this and/or this ?

ah no, this will not help you.. I think you want to add your own commands to the function-keys, not just remap them...
