I'm doing some interesting stuff lately with dillo as the primary interface. I've put together several web-based apps (desktop search, wiki, chatbot (as help system) and with a bunch of cgi scripts written in BASH. It's a pretty nifty way to provide a comfortable user interface to the system within a restricted area of the file system. I'm using thttpd as the server, although some of the apps even provide their own server. boa or ghttp could also be use. Using dillo and thttpd requires just about 6MB of memory and the client programs usually only use resources for a few seconds and then quit.

I think I saw on the dillo mailing list that an fltk-based release might be available in August.

last time I checked the fltk version of dillo crashed if you breathed on it. I've been doing some work on adapting one of two old patches which port it to GTK2. Unfortunately the work is a little beyond me. Any chance of getting muggins or MU interested in helping? I already have created a highly-patched version with some nice extra features. I'd love to revive the old dillo with GTK2 capabilities and try to get some other parzies in on adding some further functionality, like handling CSS and flash....
