There is libopenGL available in the Dotpups-Wiki.
Description:

SDL is available in several dotpups:

Base (libSDLforDoom) and MIDI-Addon:

audio-addons:
http://www.murga.org/%7Epuppy/viewtopic.php?t=2939

If you run your programm in a console, and it says requires more libs, then copy and paste the message here, so we can add more libraries.

I have an SDL package that will be available in a little less than a week. I've been putting together my own package repository for Grafpup, but most of the packages will work fine in standard Puppy. Anyway, the package contains:
libSDL
SDL_gfx
SDL_mixer
SDL_image
SDL_net
SDL_ttf
All up to date versions. I think it's the most complete SDL package you can find right now for Puppy.

As for OpenGL, I had it installed for something at one time, but I never packaged it.
