First of all, Old Noob... if you need to get something off of the net right away... I'd suggest that you use a portable usb flash drive to get the important stuff over to your Puppy computer.
Secondly, I have experienced the same problem. And there are two things I want you to try, just to work around the problem for awhile.
A) Find /etc/resolv.conf and see if it is a normal file or a broken link. If it's a broken link... delete it. And later, puppy will rebuild it.
B) Open the console, and type
1) dhcpcd ath0
If you receive an error message saying something like:
Error, ath0: dhcpcd already running on pid 2598 (/var/run/dhcpcd-ath0.pid)
then, carefully note that number after the letters "pid," and type
2) kill 2598
(substitute whatever the number happens to be for you)
Then, type
3) dhcpcd ath0 again.
Presto! you should be able to get on the net.
Now, of course, you don't want to do this every time you log on to your computer... but it should help once or twice, so that you can get all the drivers and pet packages which you need from off of the net. I myself haven't found a real solution yet... but I notice that many other people here have experienced the same problem, and I'm sure better answers will be forthcoming.

ps:
This is also a helpful thread I just found which deals with the matter. Tempestuous suggests an alternative workaround, as you will see there.
