Found another lovely abstract blueish wallpaper on deviantart which matches perfectly /w this icons and icewm vista-ish theme

I've always been curious
What sort of overhead do themes like those use?
Are any/all of them suited to low resource PCs?
Any effect on processor/ram/programs/browsing/downloads/? etc
Just that I haven't gotten into the candy jar yet, as I just do minimal functioning
