Can not minimize from toolbar. Is this a bug?

I notice in FVWM that clicking on a minimized program button in the toolbar bring the application back fullscreen (or whatever size it was scaled to before being minimized) but clicking the button again does not minimize the program. Is this normal behavior? I'm used to being able to click the button to maximize or restore the application and clicking again to minimize the application back to the toolbar (Windows, IceWM, KDE, etc.). Can FVWM be made to do this as well?

Middle click it to have the Windows 98/2K/ME/XP behavior. Left clicking it gives the Windows 95/NT behavior (which I prefer.)
