ooooold game, but some will love to play it.
It really looks old, if you want more modern grafics, try lincity instead.
I think we have a dotpup.
But real veterans will like it just because of the Cult-status.
It must NOT be called SimCity due to license-reasons.

Extract.
Set your Xserver to 16 bit colordepth (Start - Desktop - Xorg settings)
Then in Rox click in the extracted folder, so that you see the file Micropolis.
Right-Click -> Window -> Terminal here.
This opens a consolewindow.
Here type:
xinit /bin/bash ./Micropolis -- :2.0
Or write a script that cds there and then runs it.
On my system (Ati Radeon 9250) there seem to be errors to find the right screenresolution, so you might to test several in the Xorg-settings.

GPLed version of SimCity: Micropolis
MU an up and coming 3D "simcity" is http://www.opencity.info/
the developer also says that it is intended as a guide to opengl and sdl programing as well...
not quite mature though it seems stable on windows i think it still lacks some playability very interesting though worth putting on the radar
