I have booted Puppy on a 486DX2-50, with various RAM and HD.
With 512MB CF-IDE and 64MB ram, booting with linld 0.97 takes 20 seconds to process image.gz, and Gujin 1.2 takes 80 seconds -- 60 seconds difference. The overall time difference is slightly worse -- linld takes 148 seconds from the DOS prompt to Puppy Desktop, Gujin takes 218 seconds -- 70 seconds difference.
Puppy does run on a 486, including the GUI -- if you are patient, and don't ask it to do anything very complicated.
Boot loaders, Gujin.

May I ask if Gujin-v1.3 solves all the problems you had?
You can get the tiny.exe alone here:

But getting complete file install-1.3.tar.gz makes sense if you want to
also install on bootable USB Thumb drive or bootable CDROMs.
