how do I get dialup service with every boot?

every second time I boot with puppy I have no pcmcia modem nor my compact flash reader. it seems like it is using a different detection procedure on every other boot. It makes no difference whether I completely power down my machine and restart or just do a reboot without powering down.. the beeps are different (lower pitch) when detection fails. The bootup screen seems to show a problem allocating memory. funny thing is...... when I shut down for a reboot it beeps twice and then with the next boot everything works fine and I get a higher pitched "beep" during the detection process.. This is really annoying and I wish it could be fixed
