Need to convert PAL region 2 to NTSC

I was recently given a DVD (in polish). Living in the USA I discovered my DVD player did not decode PAL region 2.

Can someone please recommend an application that I can use to convert the DVD to NTSC and burn to a DVD that I can use in my player?......preferably Puppy of course.
