I purchased the cd Puppy Unleashed 1.0.8 Rev. 1. On that cd is the big tar file (300+MB) with many, many
programs. My question: is there a means by which one can look into the file and select the file with pupget? Using pup zip to read the files takes a long, long time to build a list. And then pupget caannot be used to select the program. As I see it, one would have to unpack all of the files to storage, and then select form there.

It might work faster in a consolewindow:
List the content to a textfile:
tar -tzf bigarchive.tar.gz > archivelist.txt
In future, you can open this textfile in the beaver-texteditor to view the content of the archive.
To extract a single file:
tar -xz pictureinarchive.png -f bigarchive.tar.gz
This would extract the file "pictureinarchive.png" from "bigarchive.tar.gz"
