Somebody might be interested in this program for annotating your screen.

It is very good - basically it takes over your pointing device(s), you can draw different colours and widths and use arrow heads and erase, depending on which mouse button and modifier keys (Ctrl, Alt, Shift, Meta) you use.
You can toggle drawing on and off (with F9 by default) to enable you to use the mouse for normal things, toggle display on and off (with Ctrl-F9), clear the annotations (with Shift-F9), and exit (with Alt-F9).
The newer mpx version requires GTK3.
