I installed linux puppy through a windows installer and it installed in the same partition of the windows
when I rebooted my machine I found that the programs I installed disappeared
Also the machine is running slow and I think the OS is not compatible with Arabic language

I haven't tried the Windows installer, but you can use the lin'n'win.
What version of windows you have?

OK, I will suggest that you use Lin'n'Win here because it will fit Win98 and will make windows boot Puppy without any problem.
Go to the website and you can start from the bottom.

Note: When he says 'VERY IMPORTANT: Make sure the filename is enclosed in " " marks' just ignore it and don't make them in enclosed marks.

IIRC the Windows exe installer performs an automated Lin'n' Win install, so doing it by hand will probably not improve the situation described in the original post. Maybe defragmentation of the Win Partition before installing helps?

A further step would be to repartition the drive to have a linux filesstem for a frugal install. Which Puppy version did you try - maybe you can use one which uses older hardware and low system specs well (Wary, Turbopup http://www.murga-linux.com/puppy/viewtopic.php?t=80618 or maybe Akita Linux - sure there are others).
