TimeZone choice -8 is +8

Sub_title: dropdown to chose time zone seems to be wrong		  
When you go all the way to the bottom and select the offset you want, it is wrong. to get -8 I had to choose +8.

odd.
I could not find mention of it, so here it is.
I appreciate all the work, and use Puppy most of the time.

Which puppy are you using?
