2.) IDE ISA Card with USB (2 IDE ports + 2 USB 2.0 ports)
I just am bored and want to build something unique for my old PC
I know this may get expensive, but I can take my chances.
Plus where do I get the chips from?

I would think that without PCB with THPs and a wave solder machine this might be beyond mere mortals.
The commercial boards would likely be multilayer and a DIY version would suffer from timing problems caused by delays due to length of wires, capacitance and induction.
Sounds like having a play with a Raspberry Pi might be just what you are looking for if you want to mess around with electronics.

Don't know the how and where to buy for the items you listed, but you can build an ISA extension board which allows you to do programmable Input/Output. Great for interfacing old machines to external electronics. I used to do a fair amount of that sort of thing. The following link was from an old archived page.
