Drop that file into /etc/udev/rules.d directory ( and /lib/udev/rules.d if exist ) and try to replug the modem.

Just simply install Mobile Partner for Linux. It will work all most all hauwei modem. You can also send SMS, USSD, even to make voice call through 2G or 3G SIM. Enjoy

In the above case, you are updating the firmware of Modem. Be careful while firmware updation. Compatibility issue may crop up. I would suggest to download Mobile partner for linux alone from internet. Many such MP is available in net.

Mobile Partner works with 2G and 3G. Huawei E3276 is 4G!
