In puppy vietnamese(hacao offical version 1.06) it work well

try this:
open /usr/sbin/puppypdf in the texteditor.

replace

#!/bin/bash

with

#!/bin/bash
export LANG=C
export LC_ALL=C

Does it work then?
It uses Xdialog, that might have problems with international fonts.
