Any app to put sticky notes on a pdf.file or text?

Hello.May I ask if there is any way to add sticky notes withing a pdf file?Or is there any other program available for puppy precise 5.6 to give me the option to add sticky notes on a text?

Try MasterPdfEditor. It works in my recent puppies:
