Is there a possibilty to read or browse files with non-basic ASCII chars with Puppy?

You can set Mozilla's View->Character Encoding->Unicode (UTF-8). Then I believe you can open the file in Mozilla by putting the path in the URL window: /root/my-documents/file_name.txt for instance.

I ask about Puppy, not special Puppy application (I use Puppy distro with Opera), e.g. for image browsing with GTKSee I cannot open folders with non-ASCII chars in their name

Browsing the internet is done in an application such as Opera, Firefox, Mozilla , Dillo or Internet Explorer to name a few.

The operating system has nothing to do with the features of these programs, it just runs them, to find if there is a problem or bug you would need to investigate the application itself.

Hope this helps.
