Is there a way to get the clock to display "normal" time as opposed to 24 hour, or military time?

I use an older puppy. In menu there is an item "set date and time". @mtzlplex: This looks good but for some reason Puppy's archive manager can't seem to extract the .pet. Any ideas?

Yeah, the zero in front. That thread probably referred to the link you provided above. Having the zero doesn't really bother me personally, I just mentioned it as additional information. CheersFossil wrote:nic007

Though the issue is solved, here some sidenotes:
When you click on the "Title bar and Clock" button, you'll see a dialog that states that the 24 hour clock format is the "default". Not quite true. It's the pre-configured format, but when you remove all format settings you'll get the "real" default, the format that's built-in. And interestingly it's the format that you requested: hh:mm am|pm.
You are right. It's not available in Precise, but it is in Slacko. Judging from the file dates the 2 versions of the JWM configuration manager seem to be only 2 weeks apart. I tried to copy the (newer) /usr/local/jwmconfig2/jwmConfigMgr and the new file /usr/local/jwmconfig2/title-clock from Slacko to the same locations in Precise and it seems to work.
