Hi...

I doubt it since Puppy's interface looks a lot more like Windows 3.1.

If you have IceWM installed (generally available as a package), see here:

Looks like something KDE could do, but I'm not sure where to point you beyond KDE and kde-look.org. Although I see some references to gnome Windows 7 themes.
Google site:kde-look.org windows 7 theme to get your pick. Don't bother using their own search; the site is very slow. Or just find the "Vistar7 Transformation Pack"

I think puppy could be more like Win98 interface (since it is good at imitating it). But I think it's interface is fine.

xfce4 with compositing enabled perhaps.

The start panel was included with early xfce4 to give it an XP look but not seen it in more recent versions. For themes there is the gtk theme site.

No screenshots I am afraid... on windows which looks like windows :D ..might do a screenshot later...

Ok ignore the theme and that compositing does something odd to the borders :D ..just giving an idea of what can be done...
