Puppy2 has a stripped down version.
The devx_201.sfs includes a very large one.
Instead, you also can use a dotpup:

There you also find instructions to use CPAN to install more modules.
Perl together with all modules would be several hundret MB I think, so CPAN allows to install only modules needed including their dependencies, it includes its own packagemanagement.
