The pet is more suited in Security/Privacy section than the How-to section.

The paid service offered by Private Internet Access has a good review (link below), but VPNBook is superior, if only because you have it for free (a one-time donation of 5$ would be appreciated) PIA is based on OpenVPN, as well as VPNbook. I refer you to the post about OpenVPN and VPNBook, where you will find instructions on how to set up a VPN with terminal and a short command line.

Due to a recent political development in Canada, using servers in that country for p2p file sharing may have legal consequences. I emphasize using an alternate DNS service, instead of the one provided by your ISP, unless you can encrypt it with the newly available app DNSCrypt. In that case, your ISP cannot snoop on you. OpenNIC is a good choice, as well as OpenDNS.

Your best bet is choosing a romanian server for p2p file sharing.
