I am learning Kicad and the version in Puppy is 4.0.2.
The latest is now 4.0.7 and contains stuff that I need.
How do I get it without being able to do a sudo command ?

You can get the 4.0.7 PPA build from here. Whether or not it was built with dependency libs newer than those that come with Xenial I don't know. That decision I'll leave for you.
If it were me though, I'd use the Puppy package manager to download the 4.0.2 build +dependencies, then try installing the 4.0.7 build on top. If it fails to open, running it from the terminal will tell you what's what.
If things don't work out, try this route.

Running Xenialpup64 7.5
Installed Kicad 4.0.2 from PPM.
Got the 4.0.7 version from the above link as a deb package.
Installed this deb package.
Kicad is now version 4.0.7
The things they do not tell you, are usually the clue to solving the problem.
