Window cycling ignores some windows in Puppy5, Wary, Quirky

I have always cycled through windows with keyboard shortcuts since the Windows 95 days (like Alt+Tab). The earlier Puppies that I used at least followed the same procedure in going forwards through windows with JWM but seemed to lack a backwards unfortunately.

However, now I have tried Puppy 5, Quirky and Wary and I find that it seems to ignore certain types of windows and skip them instead of giving them focus. For instance the Rox copy window is always skipped.

Can this be changed? It's downright annoying and I think even dangerous.
